Reducing commuter traffic without new infrastructure
Launched in October 2022, Région Occitanie’s carpooling policy addresses a structural challenge: following France’s 2019 Mobility Orientation Law, very few local communities in the region assumed responsibility for mobility. This left large parts of the territory without a viable alternative to private cars, while regional rail and intercity bus services could not meet every mobility need.
In response, the region introduced an open multi-operator agreement, co-funding trips provided by several platforms, including Karos, across its area of responsibility. Karos also implements the regional policy locally in four EPCI: Lomagne Gersoise, Frontonnais, Aubrac and Aux Sources du canal du Midi. Monthly passenger trips exceeded 11,000 by June 2023 and reached a new record of 11,339 in June 2026.
